Private security operators rely on CCTV to protect communities, but new by-laws passed by the City of Johannesburg may restrict its effectiveness, warns Vumacam, a provider of camera-based security technologies.
Promulgated on 28 February 2025, the new regulations state that “no data or information collected through a CCTV camera shall be disclosed or shared with any person not authorised to have access to such data” and that “all CCTV camera footage or imagery of captured criminal incidents that require further investigation shall be kept confidential.”
While Vumacam supports lawful, fair, and reasonable regulation, the company expressed disappointment that its legally founded input was not incorporated into the final version of the by-laws.
CCTV’s role in crime prevention and economic growth
As a key technology partner to the City of Johannesburg, public law enforcement, and private security operators, Vumacam has helped deploy surveillance technology to curb crime effectively.
“The success of this partnership demonstrates what is possible when advanced technology and public safety initiatives come together,” said Vumacam.
Beyond crime prevention, CCTV plays a vital role in insurance fraud detection, asset protection and recovery, and by-law enforcement, all of which contribute to economic growth and social stability.
However, Vumacam believes the new by-laws introduce onerous and unlawful restrictions on privately owned CCTV systems.
Threat to security and business operations
For operators like Vumacam, the new regulations create uncertainty and could render its operations economically unviable under current conditions.
“By prohibiting existing use of CCTV by businesses, the by-laws will have a detrimental effect on many industries across the City and may limit the technology’s efficacy and further growth,” Vumacam stated.
The company is particularly concerned about potential limitations on how private security firms use CCTV to protect the communities they serve.
A step back in crime prevention: Vumacam
Vumacam believes these restrictions undermine years of progress in crime prevention and economic stability. It supports regulations that foster the responsible use of surveillance technologies while providing clarity for residents, law enforcement, and security operators.
“This growth is key to supporting enhanced standards of living for communities across the city and continuing the significant success of the crime-fighting collaboration between law enforcement, the City, and private security.”
