The State Information Technology Agency (SITA) has announced a major executive leadership shake-up, appointing three seasoned professionals to its Executive Committee as part of a drive to stabilise the organisation and overhaul its operational capability.
Effective 01 September 2026, the appointments mark a significant step in SITA’s ongoing programme of organisational renewal. The new executives bring substantial expertise in technical leadership, commercial strategy, governance, and stakeholder management to the public-sector ICT giant.
The newly appointed executives are Phumzile Njoko (Executive: Supply Chain Management), Gabaiphiwe Tabane (Executive: Client Engagement), and Bongumusa Kumalo (Executive: Network, Cloud and Platforms). Their arrival is part of deliberate efforts to build a stronger leadership team, improve organisational stability, and ensure the Agency possesses the skills required to handle government’s increasingly complex ICT needs.
‘An important milestone’ for SITA’s leadership renewal
Commenting on the leadership shake-up, Tlali Tlali, Head of Corporate Affairs at SITA, confirmed that the appointments are central to the Agency’s long-term strategy.
“These appointments are an important milestone in SITA’s journey to strengthen the organisation and build the leadership capacity required to deliver consistently on our mandate,” said Tlali.
“Njoko, Tabane and Kumalo bring significant experience and expertise that will add value across critical areas of the organisation. Their appointments demonstrate that SITA is making tangible strides in strengthening its leadership capacity and creating greater stability. We are building an organisation that is better equipped, more responsive and firmly focused on delivering value to government and the citizens we ultimately serve.”
Building capacity across critical functions
Njoko: Executive: Supply Chain Management
With over 20 years of executive leadership and consulting experience across the public and private sectors, Njoko is a seasoned Procurement and Supply Chain Management (SCM) leader. Her expertise spans SCM strategy, business transformation, governance, digitalisation, and audit remediation across industries such as Aviation, ICT, Mining, and Health. She holds an MBA and a Bachelor of Accounting Sciences (B.Compt). At SITA, she will spearhead procurement capability, drive efficiency, and ensure value-driven supply chain practices.
Tabane: Executive: Client Engagement
A distinguished executive with 25 years of leadership experience, Tabane has held senior roles at Deloitte Africa and Accenture, alongside public sector and economic development institutions. He holds an MBA, a BCom Honours, and an Executive Development Programme qualification. In his new capacity, he will lead SITA’s efforts to strengthen relationships with government departments and ensure the Agency remains responsive to the public sector’s evolving technology needs.
Kumalo: Executive: Network, Cloud and Platforms
Bringing over 23 years of telecommunications and ICT experience, including more than 10 years in senior management, Kumalo possesses deep technical knowledge of WAN, LAN, Network Security, and hosting services. He holds a Postgraduate Diploma in Management, a Diploma in Electrical Engineering, and is currently pursuing an MBA. His technical leadership will support SITA’s focus on delivering resilient and secure ICT infrastructure that enables effective government service delivery.
Accelerating organisational stabilisation and filling remaining roles
These three appointments are part of a broader programme to strengthen SITA’s Executive Committee and build sustained organisational performance. SITA has made further progress towards filling the remaining executive positions, with candidates for key roles—including IT Infrastructure and Chief Digital Officer—progressing through the final stages of recruitment and vetting.
The organisation is on track to have a fully constituted Executive Committee in the coming weeks.
Responding constructively to oversight findings
The executive shake-up also forms part of SITA’s constructive response to findings arising from the Public Service Commission (PSC) investigation into government IT procurement. SITA has welcomed the opportunity presented by the oversight process to strengthen areas of the organisation and continues to work towards implementing relevant recommendations, translating them into practical improvements that support stronger governance and service delivery.
“SITA recognises that building a strong organisation is an ongoing process,” said Tlali. “We are encouraged by the progress being made and remain focused on creating an organisation that is stable, capable and fit for purpose. Our priority is to ensure that SITA has the people, leadership, systems and capabilities necessary to serve government effectively and contribute meaningfully to the country’s digital transformation.”
SITA welcomes Njoko, Tabane, and Kumalo to the organisation and looks forward to their contributions as the Agency enters its next chapter of stabilisation, strengthened governance, and improved ICT service delivery for the South African government.
