New SITA CEO Vows: Faster Digital State, Stronger Security For All

The State Information Technology Agency (SITA) has turned a critical page with the announcement of its new Managing Director, Magatho Anthony Mello, commencing 1 April 2026. This appointment concludes an extensive executive search and ushers in a period of strategic stability for the Agency, which has operated under acting leadership for nearly two years.

Mello’s mandate is clear and critical: to modernise the state’s digital backbone and secure it for the future.

Bringing over two decades of high-stakes telecommunications and ICT leadership across South Africa and Sub-Saharan Africa, Mello’s resume reads as a perfect plan for the task ahead.

His most recent role as General Manager for Multinational Clients at MTN Group saw him drive revenue growth across 17 African markets: a testament to his ability to navigate complex, multi-country digital ecosystems.

His prior executive experience at giants like MTN South Africa, IBM, Vodacom and Arivia.Kom involved spearheading large-scale digital transformations, precisely the expertise SITA requires.

On accepting the appointment, Mello laid out a direct and ambitious vision:

“I am deeply honoured to lead SITA at this defining moment in South Africa’s digital evolution.

“My commitment is to accelerate state digital transformation, strengthen our cybersecurity posture, and ensure every citizen benefits from efficient, accessible digital public services.

“I look forward to collaborating with the Board, our talented teams, government, and industry partners to deliver measurable impact and build the resilient digital infrastructure South Africa needs and deserves.”

His statement is a tripartite pledge addressing the most pressing needs in public sector IT: speed, security, and citizen-centricity.

Strategic Mandate: Modernisation, Resilience and Access

Mello’s strategic priorities directly operationalise his commitment.

They focus on modernising aging state ICT infrastructure, a foundational step for any future innovation.

Concurrently, he has placed cybersecurity at the heart of his agenda, aiming to fortify defenses around critical government data and services—a non-negotiable in today’s threat landscape.

The ultimate goal remains citizen benefit, driving innovation in service delivery to create public services that are not just digital, but truly efficient and accessible to all.

The Board Chairperson, Sedzani Mudau, stated: “Mr. Mello’s appointment represents a transformative moment for SITA and South Africa’s digital future.

“His proven track record in scaling complex ICT ecosystems across multiple markets, combined with his strategic vision, makes him ideally suited to lead our modernization agenda.

“The Board is confident that under his leadership, SITA will accelerate its delivery mandate and become a true catalyst for government digital excellence. We look forward to this exciting new chapter.”

The Board also acknowledged the crucial role of Acting Managing Director, Gopal Reddy in maintaining operational stability during the transition, ensuring the Agency was positioned for this new beginning.

As SITA embarks on this new era, the expectations are high.

With a leader of Mello’s technical pedigree – holding advanced degrees in Electrical Engineering – and strategic experience, the Agency is poised to move from maintaining systems to leading a national digital revolution.

His success will be measured by a tangible, secure, and inclusive digital leap forward for every South African citizen.

Its not going to be an easy task.

The State Information Technology Agency (SITA) has recently published its *Strategic Plan 2025-2030*, titled “Gearing towards a digital services agency to enable a digital government.”

The document outlines an ambitious vision for transforming South Africa’s public sector through digital innovation.

However, critical questions remain: How will SITA execute this plan when its Roadmap for the Digital Transformation of Government is still in draft form and has not yet been finalised?

More importantly, with funding unconfirmed and priority services still being determined, can SITA realistically deliver on its promises?

This article examines SITA’s strategic initiatives, challenges, and the feasibility of its digital transformation agenda.

SITA’s Role in South Africa’s Digital Transformation

SITA plays a pivotal role in advancing South Africa’s national digital transformation agenda by aligning its strategic objectives with key national policies, frameworks, and developmental goals. This alignment ensures that SITA remains a central driver of digital innovation, improved public service delivery, and inclusive socio-economic development.

However, the Interdepartmental Working Group (IDWG) Roadmap for the Digital Transformation of Government is still in draft form and has not yet been finalised.

Currently, funding has not been confirmed, and the priority list of services is still being determined. This raises concerns about the feasibility of SITA’s plans.

Key Strategic Initiatives

SITA’s strategy aligns with the IDWG’s core initiatives, ensuring that its digital transformation efforts support the government’s broader objectives for secure, efficient, and trusted digital services.

1. Digital Identity for Secure and Remote Access

SITA will support this through the implementation of a Digital Identity Platform, enabling secure authentication and access to government services. Furthermore, the Cyber Security Centre (CSC) capability will be expanded to customers, ensuring robust protection of digital identities.

2. Data Exchange for Policy and Service Efficiency

To facilitate efficient data exchange, SITA will:

  • Establish an ICT Disaster Recovery Centre

  • Expand the Government Private Cloud Ecosystem

  • Create a Government Data Centre Framework

These initiatives aim to provide reliable, secure, and scalable infrastructure for seamless data sharing across government entities.

3. Digital Payments for Cost-Effective Transactions

SITA will align with this initiative by implementing a Digital Payment Platform to streamline government transactions. The Cyber Security Centre capability will also be expanded to ensure the security and integrity of payment systems.
