The Mayor of Tshwane is set to table an adjustment budget tomorrow, proposing an additional R315 million for so-called watchman services, just days after revelations surfaced about a potential business link between ANC Deputy Mayor Eugene Modise and one of the security companies contracted by the city.
“This is a blatant attempt to entrench wasteful spending while ignoring smarter, more effective security solutions,” said Ald Cilliers Brink, DA Tshwane Caucus Leader.
The DA has long advocated for modern security measures such as CCTV cameras, motion detectors, and mobile armed response units—proven to be more effective and cost-efficient than relying on static guards.
“The companies providing these guarding services often fail to equip staff with basic protective gear, and guards frequently complain about poor pay,” Brink added. “Meanwhile, infrastructure theft and vandalism continue unchecked.”
Tomorrow, the DA will expose more details from the mayor’s proposed adjustment budget, showing how ActionSA has fully surrendered to the ANC’s agenda for the capital city.
“When in government, we commissioned a study to overhaul this failing system,” Brink said. “But instead of embracing technology, the mayor is throwing more money at outdated methods that don’t work.”
