ICASA Appoints Insider Tshiamo Maluleka-Disemelo As CEO

The Independent Communicatiosn Authority of SA (ICASA) today named Tshiamo Maluleka-Disemelo As CEO, replacing Willington Ngwepe.

Her appointmnent is effective February 1, 2023, for a contract period of 5 years.

Prior to her appointment as CEO, Maluleka-Disemelo served as the Chief Audit Executive (CAE) of ICASA, a position she has held since 2020.

In addition to her other qualifications, Maluleka-Disemelo holds a Master of Business Administration Degree from Milpark Business School.

“She brings nearly two decades of governance, audit, and risk management experience, as well as
advanced skills in spearheading executive efforts,” notes Dr Charley Lewis, Acting Chairperson of ICASA.

“In her position as CAE she has collaborated with Council to develop, amongst others, ICASA’s strategic plan, annual and operational performance plans, policies and procedures for managing organisational risks, and as such contributed to the effective management of the organization”

“We congratulate the incoming CEO on her appointment and wish her everything of the best in the new role. Both Council and management commit to supporting and working with her in fulfilling the Authority’s mandate to regulate the telecommunications, postal and broadcasting sectors in the public interest.”

Maluleka-Disemelo’s appointment comes five months after the interim appointment of Adv Nkhetheleni Gidi as Acting CEO.

The Council of ICASA thank the outgoing Acting CEO, Adv Gidi, for providing a seamless transition, leadership,
and guidance over the past six months and for contributing to the Authority’s success.

“I have enjoyed working and interacting with Adv Gidi over the recent period. I am further grateful that, as he resumes his role as Executive: Policy, Research and Analysis, his skills and institutional knowledge will remain an asset to the team at the Authority,” says Dr Lewis.

MTN Group today announced the appointment of Willington Ngwepe to the new post of Chief of Staff in the office of the Group Chief Executive Officer, effective 1 October 2022.

Willington joins from the Independent Communications Authority of South Africa (ICASA), where he has spent the last five years as CEO. Before that, he was ICASA’s chief operating officer.

“Willington brings with him extensive leadership, technology and regulatory experience that will be invaluable as we execute on our strategic intent of leading digital solutions for Africa’s progress,” said MTN Group CEO Ralph Mupita.

“We welcome him to the MTN Group, where his focus will be on providing advisory, strategic and operational support on specific matters driven directly from the GCEO office.”

Willington has a LLB and LLM (Communication Law) from the University of the Witwatersrand, and an LLM (Tax Law) from the University of South Africa.

Willington Ngwepe, the CEO of the Independent Communications Authority of SA (ICASA) is planning to leave his top post by 15 October 2022 to pursue other opportunities.

ICASA announced today that the the term of office of its long-standing CEO comes to an end on the 15th of October 2022.

The regulator said Ngwepe has, however, advised that he is not available to be considered for re-appointment to serve a further term as CEO, having decided to pursue other career opportunities.

Ngwepe has served ICASA with both dedication and distinction for eight eventful years, formerly as Chief Operating Officer from 2014, and latterly as CEO and Chief Accounting Officer from 2017, said ICASA.
